ARPA - Digital Equity Local Capacity Building Grant Program NOFA

Tech Exchange and Solano County DOIT are launching a Request for Proposal (RFP) for Digital Equity Programs and Services in Solano County, with a total funding amount of $250,000 (over 12-18 months thru no later than December 31, 2025). The RFP aims to identify qualified organizations or institutions that can provide innovative solutions and comprehensive strategies to develop the core areas of programs and services to address the digital inequities within Solano County communities.

The SAM’s number will be required and requested if and when organizations are awarded contracts. Please be aware that pending is okay but no award will be made until you have the SAM’s number.

Attachment A has proposal questions detailed (description of activities, need for activities, intention of funds, timeframe, activities are equitable and conclusive, and reaching hard-to-reach audience, qualifications and sustainability efforts, key personnel, additional funding sources during grant period, etc. Maximum of 3 pages.) Stating “without further funding we would not be able to sustain activities” is perfectly fine.

Yes. Hardware and materials for ACP are acceptable. The bulk of the money should be for the program, but 15% indirect funding can cover administrative expenses.

Yes that is possible. Brand Gov will not be able to apply, unless they partner with a nonprofit. For-profit companies cannot apply for this NOFA. The partnership must be clearly stated in the proposal.
